Article 1. City Planning Commission/Board of Zoning Appeals
The planning commission shall consist of not less than five members of which at least three members shall be residents of the city and two members shall reside outside the city limits but within the designated planning area of the city which is within at least three miles of the city limits.
The members of the planning commission shall be appointed by the mayor with the approval of the other city council. The members of the commission first appointed shall serve respectively for terms of one year, two years, and three years, divided equally or as nearly equal as possible between these terms as one, two and three years. Thereafter members shall be appointed for terms of three years each. Vacancies shall be filled by appointment for the unexpired term only. Members of the commission shall serve without compensation for their service.

The planning commission and city governing body shall have all the powers and duties set forth in the Kansas Statutes Annotated and as may be amended in the future.

The members of the planning commission shall meet at least once a month at such time and place as they may fix by resolution. They shall select one of their members as chairperson and as vice-chairperson who shall serve one year and until their successor has been selected and qualified. They shall annually appoint a secretary who may be an officer or employee of the city. Special meetings may be called at any time by the chairperson or in his or her absence by the vice-chairperson. A majority of the planning commission shall constitute a quorum for the transaction of business. However, if the quorum shall be three members, it will be necessary to have the unanimous vote of the three members for the passage of any action initiated by the commission or otherwise. The planning commission shall cause a proper record to be kept of its proceedings.

All members of the commission shall serve without compensation, but they may be reimbursed for their expenses actually incurred in the performance of their duties.

No member of the commission shall be removed during his or her term of office, except for cause, and after a hearing held before the governing body by whom he or she was appointed, or in case of disqualification by moving out of the city, or by moving out of the area represented by him or her on the planning commission.
