The Standard Traffic Ordinance as adopted is hereby modified by adding thereto the following:

The governing body may, by resolution, establish and fix the location of such traffic control devices as may be deemed necessary to guide and warn traffic under the provisions of this chapter, other traffic ordinances and the state laws. The city shall place and maintain such traffic control signs, signals and devices when and as may be required by the authority of the governing body to make effective the provisions of this chapter and other ordinances for the regulation of traffic. Any official traffic control device placed pursuant to this section shall be marked and labeled on a map of the City of Perry for the purpose of displaying all such traffic control devices and shall be filed with the city clerk to be open to inspection and available to the public at all reasonable hours of business.

The maximum speed limits as set in Section 33 of the currently adopted Standard Traffic Ordinance for Kansas Cities are hereby amended as follows:

(a)   The following sections of streets shall have a fixed maximum speed limit of 30 miles per hour:

Elm Street from the intersection of Bridge Street southward to Front Street.

Front Street from its intersection with Bridge Street eastward to the intersection of Pine Street.

(b)   The following sections of streets shall have a fixed maximum speed limit of 20 miles per hour:

Bridge Street west of Main Street and Front Street west of Cedar Street.

Cedar Street from Front to Access Road.

Front Street from Lecompton Road to the westernmost city limit.

Harlan Court.

Perry Place from Cedar Street to Quarry Lane.

Plaza Drive from Cedar Street to Quarry Lane.

Poplar Street from Front Street to the north end of Poplar Street.

Quarry Lane from Perry Place to Plaza Drive.

Willow Lane from Front Street to Kaw Drive.

(c)   The following sections of streets shall have a fixed maximum speed limit of 10 miles per hour:

Kaw Drive, both eastbound and westbound, beginning at the intersection of Willow Lane and Kaw Drive extending east to the dead end of Kaw Drive at the eastern-most end of that street.

In accordance with the provisions of Section 59 of the Standard Traffic Ordinance and when signs are erected giving notice thereof, drivers of vehicles shall stop or yield as the sign directs at every intersection before entering any of the following streets or parts of streets, which are hereby designated through streets:

Cedar from the intersection of Front Street to the north side of the intersection of Access Road.

Front Street from the intersection of Bridge Street to the east city limits.

In accordance with the provisions of Section 50 of the Standard Traffic Ordinance, the following intersections not on through streets are hereby designated as stop intersections and when signs are erected at one or more entrances as stated, the drivers of vehicles shall stop as provided by Section 59 before entering the intersection:

Barbury Street and Willow Street.

Bridge Street and Front Street, east entrance off Bridge Street.

Bridge Street and Oak Street.

Elm Street and Access Road, east entrance.

Elm Street and Fifth Street, east entrance.

Elm Street and Seventh Street, west entrance.

Elm Street and Sixth Street, north, west and south entrances.

Elm Street and Third Street, east and west entrances.

Fifth Street and Oak Street.

Fourth Street and Elm Street.

Fourth Street and Oak Street.

Front Street and Cedar Street, northeast corner of Cedar Street.

Kaw Drive and Willow Lane.

Kaw Drive and Poplar Street.

Main Street and Bridge Street, north and south entrances.

Main Street and Second Street, east and west entrances.

Maple Street and Bridge Street, north entrance.

Pine Street and Second Street, north and south entrances.

Poplar Street and Second Street, east and west entrances.

Sixth Street and Oak Street, south entrance.

Third Street and Fifth Street on Cedar Street approximately 302 feet north of Third Street and 393 feet south of Fifth Street directly in front of Perry Grade School.

Third Street and Oak Street, west entrance and east entrance.

The following intersections on through streets are hereby designated as yield intersections and when signs are erected at one or more entrances as stated, the drivers of vehicles shall yield before entering the intersection as provided by Section 59 of the Standard Traffic Ordinance: Intersection of Oak Street and Fifth Street, east and west entrances; intersection of Oak Street and Bridge Street, east and west entrances; intersection of Elm Street and Fourth Street, east entrance.

Article 6 relating to and headed “Serious Traffic Offenses” of the Standard Traffic Ordinance, as adopted, is hereby amended and enlarged to include Section 29a., as follows:

Section 29a. Negligent or Unsafe Driving.

(a)   Every driver shall remain alert and give full attention to the safe operation of his or her vehicle while it is in motion, and any driver who does not shall be in violation of this section.

(b)   No driver while driving shall engage in any activity or do any act which interferes with the safe control of his or her vehicle.

(c)   No person shall operate or hold any vehicle in such manner as to indicate a careless or heedless disregard for the right or safety of others, or in such manner to endanger or be likely to endanger any person or property. Any person violating the provisions of this section shall be deemed guilty of unsafe or negligent driving and in violation of this section.

(d)   Upon conviction of a violation of this section the person shall be fined not less than $10 or more than $500.

All trucks and commercial vehicles which come with load, weighs over 10,000 pounds, except for vehicles specifically designed and equipped and used exclusively for garbage, refuse, or solid waste disposal while operating in that capacity, shall be restricted to the following streets:

(a)   Front Street from the east edge of Cedar Street intersection with Bridge Street, continuing west to west edge of the city limits at the Delaware River.

(b)   Bridge Street from intersection with Front Street continuing east to Elm Street.

(c)   Main Street from Front Street north to Bridge Street.

(d)   Elm Street from Front Street north to Bridge Street.

(e)   Elm Street from Highway 24 south to Seventh Street.

(f)   Cedar Street from Front Street north to Highway 24.

(g)   Maple Street from Bridge Street north to Third Street.

The chief of police is hereby directed to erect appropriate signs giving notice of such truck route and the restrictions respective designated commercial vehicles.

When signs are erected giving notice thereof no person shall at any time park a vehicle upon any of the following described streets or parts of streets:

(a)   The east side of Main Street from the corner of Bridge Street south approximately 25 to 30 feet and the north and south side of Front Street from Highway 1029, a/k/a Lecompton Road to the corner of Poplar Street.

(b)   No person shall park a vehicle on Kaw Drive from the southwest corner of Willow Lane and Kaw Drive to a point approximately 597 feet west on the south side of Kaw Drive to the southeast corner of Poplar Street and Kaw Drive, as posted, except physicians or emergency personnel of the city on emergency calls.

(c)   No person shall park a vehicle on the south side of Harland Court (encompassing the entire street from the eastern entrance to Harland Court from Front Street to the western entrance to Harland Court from Front Street), as posted, except physicians or emergency personnel in the city on emergency calls.

(d)   No person shall park a vehicle on the Northeast corner of Front Street and Elm Street, from the Northeast corner to a point approximately 20 feet East on Front Street and approximately 10 feet North on Elm Street, as posted, except physicians or emergency personnel of the City on emergency calls.

(e)   No person shall park a vehicle on the east side of Cedar Street, from Front Street north to Frontage Road, as posted, except physicians or emergency personnel of the City on emergency calls.

(f)   No person shall park a vehicle on the west side of Elm Street, from Seventh Street south to Bridge Street, as posted, except physicians or emergency personnel of the City on emergency calls.

(g)   No person shall park a vehicle on the east side of Oak Street, from Bridge Street to Fourth Street, between 7:00 a.m. and 1:00 p.m. on Sundays, as posted, except physicians or emergency personnel of the City on emergency calls.

When signs are erected giving notice thereof no person shall park a vehicle on Elm Street from the southeast corner of Elm Street and Bridge Street to a point approximately 152 feet south on the east side of Elm Street as posted for a period of time longer than 30 minutes between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, except for physicians on emergency calls.
